The BIG three! All Open Source (AKA FREE) CMS, Blogging, Website Frameworks
Drupal - http://drupal.org/
Much larger learning curve but with a flexibility and power of a professional website foundation/CMS. The White house uses it for their website!
Joomla - http://www.joomla.org/
Easier to use and very powerful CMS. Not as flexible as Drupal, but much easier to use.
Wordpress - http://wordpress.com/
Blogging software. VERY EASY TO USE, not as powerfull as the other two. This is more of a plug in and play Blogging software.

I think back at the time I started out a few years ago only wordpress was the free option.... If I remember correctly.
I have just checked and all 3 scripts are free.
That reminds me, I wanted to share a couple of links of online services that may be useful.
These days applications seem to be making a big move towards online accessibility and these 2 image editors are good enough to use with some quite advanced functions:

Also, I came across this website the other day that converts many file types including videos, images, sounds and much more:

Among a ton of other useful features, it also tells you when you're using, on your blog, plugins or themes that have been removed from the repository. And the only way to be removed from the repository is to have been in inactive development for 2 years I think, or to have actual exploitable known security flaws.
