Depends on what kind of activity you're thinking of.
The root of everything is the validation of an operation as a **paid** operation, leading either to a download, the authorization of an account creation, the addition of a special "paying customer" status to an account creation, or the authorization to register a purchase in a store's database.
The most typical case is that you have a shop CMS such as, upon wordpress, woocommerce, or, standalone CMS, oscommerce. You register yourself with a payment gate processor such as paypal, you give your paypal account data to the CMS in the configuration panel part about processing payement, and you're done.
Requires that your account in paypal is a Merchant account (an easy step, they'll simply require that you provide more papers to them, max it will take for validation should be a week.)
Otherwise, there are other possibilities, in which the entirety of the shop CMS and payment processing is in the hand of another entity.
Like a white-brand shop, you just plaster your own name on the stuff, but actually it works as if you were an affiliate of a network.

Been talking to some girl on snapchat who likes to show off on periscope but periscope keeps banning her. So i suggested why not make a website where she can earn from it.

You would probably want a paysite CMS such as Elevatedx or something similar. You would also need a payment processor such as CCBill. There are many options, these are just 2 of the popular ones.
